The Essential Services (ES) program is a 5-year donor-funded program. The objective of the program is to foster resilience and stability in conflict-affected communities in Northeast Syria by restoring essential services, promoting good governance and restoring livelihoods and local economies. The program uses an integrated, multi-sectoral, conflict-sensitive approach and has a special focus on religious and ethnic minorities, women and girls, persons with disabilities, internally displaced persons (IDPs) and other vulnerable groups.

Essential Service Program, USAID funded program and operated by BLUMONT Inc., is seeking quotations from qualified vendors to procure solar equipment for solar systems under Blanket Purchase Agreement (BPA) for one year, items will be shipped to Northeast of Syria.

This RFQ in no way obligates ES to award a contract nor does it commit ES to pay any cost incurred in the preparation and submission of a quotation.

ES bears no responsibility for data errors resulting from transmission or conversion processes.


ES intends to procure solar equipment for solar systems under Blanket Purchase Agreement (BPA) with ordering period of one year in support of its program activity.

Type of Contract:

ES anticipates awarding a Blanket Purchase Agreement (BPA) under which it will issue Release Orders as items are needed.

Requirements and Standards:

Interested Vendors have to provide all additional information needed and fulfill all conditions requested. All interested Vendors submitting price quotation in response to this tender are required to fulfill certain number of minimal pre-qualification requirements incorporated into their Bid/ Offer. Offers that do not full meet any of the requirements listed below, will be rejected.

  1. Company name, complete address including street, city, country and postal code.

  2. Name of Authorized Legal Representative and Point of Contact of the company for this bid.

  3. Company profile including year of establishment and experience. Copy of legal certificate of company/ organization registration (Arabic Version is Acceptable).

  4. Data Universal Numbering System (DUNS): All U.S. and foreign organizations which receive first-tier subcontracts/ purchase orders with a value of $30,000 and above are required to obtain a DUNS number prior to signing of the agreement. Organizations are exempt from this requirement if the gross income received from all sources in the previous tax year was under $300,000. DAI requires that Offerors sign the self-certification statement if the Offeror claims exemption for this reason.
