Presentation of the organization and of the project:

Terre des hommes (Tdh), a humanitarian aid organization, is operative in 34 countries with a range of healthcare and child protection programs, both in development and emergency contexts. Tdh has been present in Iraq since 2014, first conducting emergency non-food items distribution to displaced persons in Dohuk district. Now, four years later, Tdh is present in 11 districts across four governorates and implement emergency and post-emergency programs. Since 1996, Tdh has been working on juvenile justice in numerous countries across the globe. In 2016, Tdh’s juvenile justice activities in twenty countries trained 15,000 professionals in juvenile justice and supported 21,000 children in conflict with the law. Tdh has engaged a pilot juvenile justice project in Iraq that aims at providing children in contact with the law with psychological counseling, legal support, education, and distribution of basic products/goods in 4 (juvenile) detention centers and support 2 child care facilities that welcome children in contact with the law in the governorates of Kirkuk, Salah An Din, Anbar and Baghdad.

Targets of this tender:

Tdh is looking for a Specialist on Mental Health to provide public servants and social workers with in-depth related training. The trainings will include the topics that are essential in dealing with CAAFAG and delinquent youth. These include:

  • Adolescent development: Stages of adolescence, adolescents behavior, communication with adolescent, adolescent emotional health

  • Interviewing techniques, basic counseling and communication skills; How to talk in a difficult situation to a client (e.g. aggressive clients, suspicious clients, shy or embarrassed clients who don’t open up, etc.)

  • Mental health – definition, criteria for mental health disorders; Trauma – definition of the psychological term of trauma, physical reactions during a traumatic event, types of traumatic events, mental health consequences of trauma

  • Stress management for detention personnel, etc. – identification of stress in oneself and in teams, dealing with stress in daily work life, consequences of chronic stress; Psycho hygiene and self-care of health workers, social workers, counselors, etc.

The indicative duration of the assignment will be approximately 20 days and will be negotiated by the two parties. The first assignment will be on 2nd-3rd July 2019 in Baghdad. Other assignments may be in Baghdad, Kirkuk and Erbil. 

Tdh will provide accommodation, international and national professional travels (in/out) during the assignment.

Standard for admission:

Interested bidders (individuals, academics, firms) should note that only those who meet the criteria indicated below will be considered:

  1. Master’s degree in clinical psychology;
  2. Proven ability to design and conduct capacity building;
  3. Very good knowledge of key child protection issues and best practices;
  4. At least 5 years of experience in delivering MHPSS trainings and workshops;
  5. Strong communication, interpersonal, pedagogic and analytical skills;
  6. Ability to provide hands-on experience and design adapted case studies in training;
  7. Proficiency in writing and speaking English and Arabic;
  8. Knowledge of Iraqi context.

Specific clause, response presentation & process:

Tdh is allowed to attribute the whole consultancy or to break it down as per evaluated qualifications of the bidders.

Interested bidders should present their offer as a narrative highlighting their experience, emphasized on how they match with the required criteria as well as proposing a brief overview of trainings they would offer.

Offer quoted must remain valid for a period of ninety days (90) days from the opening date of tenders. Tdh reserves the right to reject the tender of all the tenders without giving reasons for the rejection and does not bind itself to accept the lowest or any tender. Payment modalities are Cheque, Hawala or Bank transfer Only.
