This paper discusses state-society relations in the region in general and in Iraq in particular. Saeed argues that Iraqi society can only imagine itself in relation to a paternal state; a state which reaps the profits of oil wealth and provides benefits to the population but drives social transformation itself and excludes society from meaningful participation.

Security has improved dramatically in Iraq since 2007; both the U.S. and the Iraqi governments want to see the U.S. presence reduced and have the Iraqis assume a greater role in providing for public security. These developments have brought the United States to a critical juncture in Iraq. The emerging challenge is to continue a withdrawal of U.S. forces while preserving ecurity and stability in the country and in the region.

Joint Iraq Policy Brief: "Fallen Off the Agenda? More and Better Aid Needed for Iraq Recovery" - Mercy Corps and NCCI - July 2010
In order to effectively contribute to Iraq's recovery, the EU and its member states, including the UK, should acknowledge the need for more significant and longer-term commitment.  Furthermore, they should improve aid effectiveness by ensuring more direct participation of the Iraqi people in the recovery processes.
