The Regional Response Plan (RRP) was designed as a strategic tool by the humanitarian community working on behalf of Iraqi refugees in the region. The activities and the financial requirements outlined in the document were indicative and have since been used to reflect the situation of changing needs and reduced funding. As the lead agency in refugee response, UNHCR’s financial requirements constituted the largest component in the RRP. To date, UNHCR is funded at 40% for the entire Iraq operation, which includes countries of asylum and its activities inside Iraq. The revised requirements of the RRP amount to US$367,324,974. As of 25 June 2010, $62,640,697 had been received, including carry-over funds from 2009. In addition, to this funding, there is also an amount available for UNHCR programmes in Iraq and the region, on the order of $150 million. Equality and justice under the rule of law The mission of IWP is to use grant-making and programmatic efforts to promote and protect the rights of women and girls in priority areas around the globe where the principles of good governance and respect for the rule of law are absent or destroyed because of conflict. IWP seeks to promote the advancement of women’s rights and gender equality in law and practice, and the empowerment of women to ensure participation in the democratic processes. Non-State Actors and Local Authorities: Local Authorities in Development Objectives: Objective 1 aims at supporting actions submitted by LAs to promote an inclusive and empowered society in partner countries. In order to effectively contribute to Iraq's recovery, the EU and its member states, including the UK, should acknowledge the need for more significant and longer-term commitment. Furthermore, they should improve aid effectiveness by ensuring more direct participation of the Iraqi people in the recovery processes.
